Default Should I uses Access or Excel?

I upkeep a database of offenders from our agency that are located in the county jail. The database is to track the offender through what we call is a pre-revocation process. The main purpose of this, is to eliminate the time it takes to get the offender through the process and to help cut back on the jail over population. I currently uses Excel to do this. But I find that the layout is overwhelming shotting two to three pages long (landscape). I have about 18 entries to enter. I also want to make my speadsheet and possible data entry available on the web. What should I be using (Excel or Access) I looked at access and also found that to be overwhelming to learn, and plus I didn't see if it also uses formulas like excel does.

If there is anyone in or around the Dallas, Texas area, and think they can help me develope something like I mention, please hit me up and post.
