Default Section breaks, footers and page numbering

It's the should-be-basic stuff that'll get ya...

Word 2007

I've looked at the Help; it may even be good, but I just don't get it.

My simple desire:
  • Not have ANY footer, and especially no page numbers appearing on, nor associated with my document's cover and inside cover, which consists of a blank page.
  • OPTIONALLY, have a footer with page number for my one-page Table of Contents. I will gladly do without this if I have to.
  • Have a footer, including page numbers that will START AT 1 in the body of my actual content.
I have tried page breaks, section breaks, different-from-first-page settings all to no avail.

The best result I've gotten is no footers on cover, inside cover and single TOC page, but page numbers (with appropriate page numbers in the TOC) starting with Page 3 on the first page of the content of my document.

This is more or less operable, but looks STUPID; it just isn't right.

I've really tried working from the Help, but again, no soap.

Any help would be appreciated, before I set my hair aflame and run screaming into the middle of Route 110.
