Yes, I wasn't 100% sure - because there is nothing in your workbook that fits
your specification of "how many % away from next rank". How is anyone supposed to provide the solution for that when there is nowhere apparent for it to go?
According to your specifications, the 19161 rank points in F2 is greater than the 15000 rank points in B6 required to achieve rank 5 (A6). So I don't know how you can say:

there is no 35% figure in the workbook I posted. There is a 28% figure in E2, representing the percentage by which the 19161 rank points in F2 exceeds the 15000 rank points in B6, and a 2% figure in L2, representing the percentage by which the 15238.8 rank points in H2 exceeds the 15000 rank points in B6.
