Default Advancing Paragraph Numbers in Merge Document Body

I have a document which goes as follows

1. Blah blah blah mandatory multi-level paragraph blah blah.

2. Blah blah blah optional multi-level paragraph blah blah

3. Blah blah blah mandatory multi-level paragraph blah blah

4. Blah blah blah mandatory paragraph blah blah

5. Blah blah blah optional paragraph blah blah

Each paragraph has multiple options, so they all have {IF blah = 1 "blah" "other blah" } codes in them.

What I need to do is figure out how to number the paragraphs consecutively if one or more of the optional paragraphs are left out.

I have tried several different options. none of which seem to work, and I am at my wit's end! Any help would be very appreciated. Thanks!
