You refer to the template, but as there are several out there, it's probably better to upload it or a document version of it to understand where you are coming from.

If I'm reading this right, you probably have a cover page and the second page is in a new section and the "setup" of the document is using text boxes instead of columns and column breaks for the newspaper layout.

Will you be going beyond three pages? Will the newspaper require different headings etc.

If not, then at the end of the second page, insert a page break, then select all the information on page two, copy it and paste it into the next page.
