The purpose of having the ability to uncheck the 'wrap text' feature is for web table production. It was introduced with Word 2000 and has always functioned this way.

In any other case (eg an ordinary document), for the text wrapping to respond to unchecking 'wrap text', you need to clear the “Preferred width” check box on the Column tab of the Table Properties dialog box. However, if a cell occupies the full width of its container, then the text will still wrap to the next line.
