Default Outlook Issues - Cannot read toolbar data

I have been having trouble with Outlook. Everytime it started it wanted to do the new user set-up. I uninstalled and re-installed. Same problem. Found that MS Knowledge base article said to use their uninstall utility to clean up un-install and re-install. I ended up removing all office products (Office 2003) running their utility and re-installing all of office 2003 on this XP Pro computer.

Now when I start Outlook I get Outlook cannot read outlook toolbar data. Another Microsoft forum noted that installing the latest SP would fix this. I did install Office SP3 against better judgement as I have never seen an office up-date function properly.

So now I get the very same Toolbar Data error, however Outlook now crashes when you agree to the installer window that pops up.

Outlook does download the messages off the exchange server before the toolbar message comes up and the program crashes.

I ran the inbox repair utility, it said the pst file was damaged and fixed it. I have never seen this utility work properly and did not expect it to work this time either. It did not fail to disappoint!

Everytime I start Outlook I get the Outlook can not read the Outlook Toolbar Data. A window pops stating it is adding the feature, then Outlook goes in to Not responding mode.

Is this going to be a typical MS fix..., R & R the entire OS and Office?
