The issue is probably because you aren't saving the file as a template format.
What you gotta do is:
- open new message
- type in what you want to save as a template
- click Save As
- navigate to a folder
- type in name
- select type of file "save as type" (right under where you type in the name of the file)
- select "outlook message format" or "outlook template"
- save
When open/load:
- Tools
- Forms
- User Templates in File System
- navigate to the template
OR
- navigate to the file
- double click on it (it should open automatically in Outlook"
