Word's Find function will only help with that where the double paragraph breaks (which represents poor design, IMHO) follows a page break or Section break. Finding double paragraph breaks, per se, is quite easy though.

Using vba, you can loop though the pages and test for the first n characters on each page and, do something according to what is found.
