I am not sure how to get the missing cab files, may be downloading the trial
version and using its cab files could help, I have not tried. But if all you
want to do is install SP1 for OneNote, download the Full File version of the
OneNote service pack, this does not require you to have the OneNote CD.

OneNote2003SP1-kb842774-fullfile-enu.exe: Download this file if you do not
have access to your original product CD-ROM or if you have experienced
problems installing the OneNote2003SP1-kb842774-client-enu.exe file.
