Smile Formula with relative addressing
Formula is:

=IF(F5 <40, IF(G5>0, TRUE, FALSE))



So F5 and G5 are the first cells of cols ST and OT. Apply this conditional formula (+ formatting style) to both F5 and G5. Select F5 and drag the copy handle (bottom right cell) down to all the cells in the column. Repeat for column G5.
