Default Format of the Tables

Hi Experts,

I know nothing about programming. I am looking for a macro help which will help me convert a document with each of the entry as multiple tables, picture frames, blank lines into a simple format as defined below.
Format of the existing table:

This is what drives them: The format of the table must and should follow these
1. Rows no more than 9, if more than 9 Rows, a new coloumn is added

2. No picture frams at all

3. No Blank lines

4. Single one table but no blanks in the table at all
5. All "fields" example: "ID", "Title", "Policy" etc should be in either new row or column with corresponding "data value" [ID-IH01, "Record details of employer", "None" etc in seperate rows and columns
6. Imp note: All new Tables should start with Header 3 number "1.1.1", "1.1.2" etc

How to that start of new table with header 3. The answer is the [ID-...] this string means create a new header 3 numbered table. Please can some one help me ..
