Outlook 2010

I am forever having to find the paragraph option to turn off the extra space between paragraphs. I would love to know whose brilliant idea that was...

I can locate the option, it takes at least 5 clicks to do. There is even the "Save as default" but it obviously doesn't work. Is there some other option that can be changed to get rid of that extra space?
