With using 'Data Validation', when creating it, in 'Error Alert' tab, instead 'Stop' select 'Warning'. In 'Error Message' field, you can determine the message for case entered value is not in data validation list. Whenever user enters any value not in data validation list, Excel asks, continue or not with this value.
