This works for me.

Right-click: on an empty area of your desktop.
Select New > Shortcut.
In the "Type the location of the item" field, enter
Code:
outlookcal:
Click Next.
Give your shortcut a name, such as "Outlook Calendar," and click Finish.

But it doesn't seem to work for everyone.
