This is a clear indication that you have a Trial MS365 install.

All I can think of is that the license you have is a Trial that was never upgraded to a full paid subscription, or that your paid subscription has expired.

Sorry, but all I can suggest at this point is to contact Microsoft Support and see if they can figure it out.
