The easiest path might be to do an "in place" upgrade to Office Home & Business 2024. This includes Outlook 2024. The latest version of the full featured, Classic, desktop, stand alone, perpetual license Outlook. You should be good for at least five years.

The other option would be to get a paid Microsoft 365 subscription. This give you access to the current version of Classic Outlook.
