Go to File | New and then either type "Resume" into the search box or click on the "Resumes and Cover Letters" link below it.

You will find several examples of resumes that use background colours. Click on some to create an example and you will be able to see how they are constructed.

Typically, they use a combination of shapes, placed in the header to create the background, and tables.
