If you are able to access your email through your web browser and on your phone, then it is a setting within Outlook.
Are you sure the incoming mail server is correct?
Is this a pop account? IMAP? Exchange?
Make sure the port setting is correct also. Incoming pop server should be 110 if it is a pop 3 account.
I don't think uninstalling Outlook is necessary. It's most likely just a setting issue.
