I assume the problem is that you can not delete the “P:Outlook.pst” file because Outlook has it open? If so, does this apply to your situation?

Remove (close) an Outlook Data File (.pst)
Open and close Outlook Data Files (.pst) - Microsoft Support

Once the PST has been closed in Outlook, you should be able to delete it in Windows.
