Why is your TOC at the end of the document? Setting up a document with one or more unnumbered pages at the front and the numbered pages starting at 1 after that is easily done.

Furthermore, if you don't need/want the TOC in the original document, simply use an empty new document with a TOC field and an RD field that points to the source document. That way you can have a permanently linked TOC (to capture updates)without ever touching the source document. See Word's Help file for details.
