Yeah, that happens sometimes with tables. You will make yourself crazy trying to understand it.

My guess that it has something to do with the fact that tables have two sets of formatting rules--1. any applicable text/paragraph styles, and 2. formatting applied through table properties.

That is strictly a WAG, though, not the product of extensive research.
