To change the "Standard Colors" in PowerPoint 2013:

Go to Design tab > Colors > Customize Colors.
Set your desired colors and save the new theme.
Apply the new theme to your presentation.
Note: Directly changing the "Standard Colors" palette isn't possible; customize and apply a new theme instead.
