I'm with Charles on this one - it would be better to do your list in Excel because the flexibility to do different things with your list is far greater.

Using cross-refs could be problematic if you use editing behaviours that 'break' bookmark locations. Since you are adding sections and moving them around, it is very easy to end up with cross-refs pointing at content you didn't originally point them at.
