Add a canvas (insert shapes) to the document, insert the image into the canvas, then add all your callouts(arrows, etc) to the canvas.

Then you can save the canvas to disk as an image if you need.
I don't know how to resize the canvas and have all the elements in it resize at the same time, but if you save it as a picture and then insert the picture to a document, you can resize it as you like.
