Default Create Merge Document Multiple Names and Data on several Excel Rows

I am creating a document to print a program for awards. I use Word 365, it wasn't a choice when I registered. It is for dog sports titles. The end result should be:

First Name Last Name and Dog
Year 1

Registry: Title, Title2, Title 3, etc
Registry 2: Title, Title2, Title 3, etc
Registry 3: Title, Title2, Title 3, etc
and so on...

Year 2

Registry: Title, Title2, Title 3, etcRegistry 2: Title, Title2, Title 3, etc
Registry 3: Title, Title2, Title 3, etc
and so on...

An Example would be:
John Smith and Rover
2022
AKC: CDX, FCAT, etc
UKI: CGC, RATN, etc
2023
NASW: CAT, OAJ, etc
CDSP: SIO, TDN, etc

The data in the Excel file comes from someone else and it needs to be cleaned. Here is an example of how the data comes (the titles and dates are all different):

Column 1 Column 2 Column 3

Row1 Name

Row 2 Registry 1 Title Date
Row 3 Registry 1 Title Date

Row 3 Registry 1 Title Date
Row 4 Registry 2 Title Date
Row 5 Registry 3 Title Date
Row 6 Registry 2 Title Date
Row 7 Registry 1 Title Date
Row 8 Registry 4 Title Date
Row 9 Dog Name

How can I create a merge file from that data to look like the example above? I have searched through the forums and googled, but can't seem to find the answer.

Thanks.
