I think it is possible to set those protection options using VBA (I'm not sure, but probably I did it a couple of years ago - but this file was lost after our network admin's reorganised our server park. I think I remember, that there was no proper help in Excel, and I had to do a lot of search in Google to get the info bit-by-bit.
But in case you really use macros instead of VBA, then I'm not sure this is a way to go for you. Macros are quite limited tool!
