Default convert outline headings to text

I have a document that contains the bylaws of a very large organization. It is organized as an outline with 23 numbered Chapters, 182 numbered Sections, and approximately 900 numbered Sub-Sections.

For example: Chapter 2, Section 6, Subsection 4 is known as....
"2.6.4: Conflicts of interest"

In a separate document, I want to discuss approximately 45 of the subsections, so that I can suggest amendments to those subsections. The other subsections are not important to me, so I will just delete those.

But the problem is: If I delete subsection 2.6.3, Word automatically changes the numbering of subsection "2.6.4: Conflicts of Interest" to "2.6.3: Conflicts of Interest" (which is incorrect).

How can I convert the names of all the numbered chapters, sections, and subsections to text?

I know this will remove all the functionality of the outline, and I am OK with that.
