This very much sounds like an Odd-Page Section break.
You would almost certainly want to be using an Odd-Page Section break, or at least a Next-Page section break between chapters if you want your chapters on a new page.
If you are using Page Break before formatting in your chapter heading style, you would not need this, but then you really should be using the
StyleRef Field instead of section breaks to change your headers/footers.
