I am unsure what you are asking for here.

You do not want fields, or at least not legacy formfields in the same document as content controls. I am using the term "field" in its Word jargon meaning.

You want to be designing a template which is used to create new documents, not a document.
The simplest thing to do is create multiple templates for different numbers of customers.

When you say "a content control to create a form that can be expanded as needed" are you referring to the Repeating Section Content Control?
That cannot be used with ANY of the methods for repeating data because the areas to be repeated must be unique.
The Repeating Section Content Control is going to use the same bookmark or mapped content control.
