I just posted / replied here and after found the solution to get the button you're looking for.
All you need to do is to click on the 'Microsof forum" part of the tree ie:
Microsoft Office Forums > Community > Forum Support
and this will send you to a page with all the 'fora'!
then you pick the appropriate one for your post and this will open a page with that button your want "New Tread"
