Does anyone have a neat solution?

Not really a neat solution but one you could use. Right before you add the footnote, in the document itself, insert a TC field with the information you want in the TOC. These are hidden fields. This will mean typing the information twice, once in the field and once in the footnote.
Base your TOC on the TC fields rather than on a style.
