OK, now I see what you are trying to do. I don't have Visio Professional so I don't have the template or stencils you are using but I can examine the shapes in your attached file to see what is happening. If you examine the Shapesheet for the first item on your page, you can see how many settings are involved in the Tag attribute.

You will need to replicate all those relevant shapesheet settings on each of your custom shapes in order to get the same functionality. Note that this will require entries in User-defined Cells, Actions, Miscellaneous and Text Fields (and possibly other sections of the shapesheet).

In the attached image of that shapesheet you can see that the visibility of the tag is linked to a property of ThePage which is why you are able to set all of the tags to show/hide with a single setting change at the Page Level.
