Unfortunately Outlook's HTML capabilities are about as robust as IE4. Formatting is pretty much limited to using tables.

If you have a web host where you can put the HTML data on the web, you can try the copy+paste technique. Basically navigate to the location where the page is hosted. Then select the contents of the page (there's no Select All, so you'll have to just drag the cursor over everything). Then Copy, and Paste into a new message body. I have no idea if it will maintain the CSS formatting, but it's probably worth a shot.
