Using VBA, how do I create a new mail item with MS Word as the mail editor?

The issue is that some users have the Tools > Options > MailFormat > "Use MS Office Word 2003 to edit e-mail messages" setting unchecked. In that situation I want to effectively automate the Actions > New Mail Message Using > MS Office Word 2003 (HTML) commandbarbutton.
