Alright I figured this out about 30 minutes after posting. Simple answer and I overthought!
I am working in Word 2007 and I am creating a template, and let's say I want a page with a title and a header area that also displays my title.
- Click on the Developer tab and click Design
- Click on the Insert tab
- Click Quick Parts > Document Property > Title which will serve as an area for the user to insert the document title.
- Edit the control as necessary. I edited the suggested text to match my desired formatting and made it read "Insert Title"
- Doubleclick on the Header area
- Click Quick Parts > Document Property > Title
- Edit the control as necessary.
- Click on the Developer tab and click Properties to show the control's properties
- Check Content control cannot be deleted
- Check Contents cannot be edited
Since the controls makes the same reference, they will reflect the same text. I put the locking on the header's control so that the user can only edit the text from the title page.
