Page Numbering can restart after Section Breaks.
It is likely you may be better served using Page Breaks Instead.
If you wish/need to use Section Breaks but need the numbering continuous, you can right click on the page number and indicate.

Also, the use of Paragraph Marks (Enter Key) to add space or force the next page is a poor method of accomplishing such margins or spacing.

I do not apply Page Breaks or Section Breaks until my content and page size is finalized. These items are part of the documents Layout. Use Find/Replace to remove your Section Breaks.
