Default Background image in Excel/header resizes for second user

We do some custom invoices in MS Excel, to meet customer requirements.

Recently, we tried moving the Word memo with some associated invoices to a separate sheet in Excel, just to save the bother of having two separate files associated with the same invoice (they got merged in Acrobat in the end.)

I used an 8 and 1/2" by 11" full page letterhead image, one that we use regularly in Word documents, and placed it as a custom header. For me, once the margins are properly adjusted to 0s, and the size to about 95% to allow for some distortion at the bottom, it looked fine. A coworker opens the same document and the placement of the background image is all messed up - usually it somehow changes from 95% of actual size to 122%, so of course the bottom is cut off and it looks terrible. She adjusts it, and when I reopen the same invoice to do edits or convert to PDF, then it's way too small.

Am I missing a trick here? We both have the same version of Excel, though different computer models and monitors. Should that matter? I've skimmed through all the advanced settings, and "Scale content for A4 or 8 1/2 x 11" paper is checked for me; will have to ask her to check hers.
