Did you ever find a resolution to this issue?

My Windows 10 PC was recently forced perform updates and Outlook 2016 stopped working after that. Final action had me clear, install, and setup a clean Outlook profile. I was able to get 3 accounts back into it but am encountering the same type of issue with the 4th account. Just sits and spins for hours without accomplishing anything.

If you were able to resolve it and can recall how you did that, I'd appreciate hearing how it was accomplished.
