In Word, the header paragraph actually has two custom tab stops, which means that the default tab stops are ignored.
By default, the first custom tab stop is aligned center and the last one (in the right margin) is right-aligned. (The screen shot below shows ruler measurements in centimeters; you may very well see inches instead.)
