Your description suggests someone has messed with the footnote reference formatting in both the document body and the footnotes (e.g. by selecting content and pressing Ctrl-Space). That can easily be remedied via Find/Replace, where:
Find = ^f
Replace = ^&
and the replacement Style is set to 'Footnote Reference'.
I should also point out that the 'Footnote Reference' font size is the same as the underlying font by default - the only difference being that the reference is superscripted.
You also don't need a macro to change the size of the footnote text - simply change the font size of the "Footnote Text" Style.
