Just for clarification - I'm not suing a numbering in the Headings, I'm using Words built in multilist that I have attached to the List paragraph style. I want that list to restart at 1, whenever a heading style is used.

In the past we have done the numbering of the heading and it was a lot. We moved to a simplier approach. Some of my document has this working some of it doesn't. I was going to start a fresh document, but I can't seem to be able to get this retart list going.

I know i'm close but may not be asking the right question.
Again, look at Shauna Kelly's work. You need each list set up that way with each level attached to a unique paragraph style. You do not want any style attached to more than one level or more than one list.

You do not need to be using the built-in heading styles.

The out-of-the box lists should not be used in any complex document. The technical term for this: "Spaghetti Numbering."
