1) It is not the nature of Cross-Reference fields to display screen tips.
2) You can apply the Endnote Reference style to the text.
For (1) you could instead use a Hyperlink to the EndNote. That will allow you to add a screentip (which would not automatically update). After you add the hyperlink format it with the Endnote Reference style. This is an imperfect workaround.

You could make that hyperlink more dynamic by incorporating cross-references for the display and pop-up text. That would be a complex field, not one you can just get from the fields or cross-reference dialogs.
