Another possibility is that you have inadvertently activated the button to auto-hide the ribbon. In that case, Ctrl + F1 won't work.

So if that's your situation, look in the upper-right corner of the Outlook window. You will see an icon that looks like an arrow pointing up inside a small box. Click on the icon.



Click on either "Show Tabs" or "Show Tabs and Commands."
