As I pointed out in post #4, we don't even know that it
is a hyperlink. Until we hear back from the OP as to what pressing ¶ on the Ribbon's home tab reveals, it's pointless speculating.

Simply inserting a space after "government", as you suggest would turn something that perhaps isn't a URL into a broken one - and could break an existing one. The correct way to insert a space in a displayed hyperlink is to edit the hyperlink display text and leave the underlying hyperlink alone.
