I used to have this issue and used a workaround of putting a small white object in the bottom corner of the graphic so that the 'exported emf' cut off something I couldn't see instead of the rest of the graphic.

I've since moved on to exporting in PNG format and don't have that problem anymore. I moved away from EMF because there were occasional graphics that had font substitution issues as well as the trimming issue that made me distrust the format.

Having said that, I just test exported an oval shape as an EMF and it looked fine in Word so 'today' the EMF format appears Ok for me.
