I'm sorry but I do not understand "footer section." This is due to my immersion in Word jargon, I guess.
A Section is a part of a Word document that ends in a Section break or mark. In a document with one Section, that mark is the last paragraph mark in the document.
Each Section has three footers, the main footer, the first-page footer and the even-page footer. These may or may not all be displayed.
A Section can be in the middle of a page, thus showing no footers.

A Section has footers. A footer does not have Sections.

A footer occupies space on a page. Is that what you mean by footer section?
