Default Outlook 2003 won't open .pdf, .doc attachments

I am at my wits end here. I am running Outlook 2003 (11.8330.8333) SP3. I don't know when this started but Outlook will not let me open .pdf files or .doc files. Instead I get the Attachment Security Warning that allows me to save or cancel. Right now I'm just trying to get the pdf's working so here's the Registry:

Note that the OLKEE directory does not exist.

I exited Outlook, changed the registry, and restarted with no success and then rebooted - still no success.

Anybody have any ideas here as to what I'm missing.

MS has not made this easy since the Security Manager was added (with SP2 I believe).
