Blank page is 11 1/2 Inches Wide

I have Word 2019. When I create a blank document, it is 11 1/2 inches wide instead of 8 1/2. I selected the size as 8 1/2 but it always opens as 11 1/2. How to I get it to open as 8 1/2?
