I'd suggest a different approach. First off, I'll assume you're using Heading Styles etc and that the Table of Contents is built up from these via a Table of Contents field.
Having such a Table of Contents allows you to simply click on an entry and be taken to that page.
If you want to be able to follow such hyperlinks back (and forward), all you need to do is to add the hyperlink back and forward buttons to Word's Quick Action Toolbar. To do this, go to Word Options|Customize, choose 'Commands not in Ribbon' and add the back and forward buttons.
While you could perhaps add a hyperlink to the page # in the footer, such a hyperlink isn't accessible till you open up the footer, so it's not really useful.
